An Education Fund Created by Citizens
Quebecor Fund (which was originally know as Savoir Fund / Fonds du savoir and then Vidéotron Fund) was created by Canadian citizens to foster the production of Canadian television programs with entertaining and educational content. It uses voluntary contributions from broadcasting distribution undertakings (BDU), such as cable operators and satellite distributors, taken among the mandatory contributions that these companies must put toward Canadian television programming.

The Fund was created according to regulations by the Canadian Radio-television and Telecommunications Commission (CRTC) and CRTC public notices 1997-98 and 1999-29.

Some Important Dates Pertaining to the Fund’s Creation
October 26, 1998: A letter was issued by Guy R. Beauchamps to support the project
April 22, 1999: A request for a certificate was presented to the CRTC
April 23, 1999: The support of Vidéotron as main contributor was announced to the CRTC
June 21, 1999: Savoir Fund was created according to the Canada Corporations Act
November 8, 1999: A certificate of eligibility was issued to Savoir Fund by the CRTC
September 27, 2000: Savoir Fund was officially inaugurated
